The Construction Manpower Development Foundation (CMDF), an agency created under Presidential Decree No. 1746, is mandated by law to enhance the competencies and capabilities of the human resources of the Construction Industry. CMDF is mandated to develop and implement manpower training programs for the construction industry; to formulate and adopt construction skills standards; and establish training and certification facilities with the end-goal of upgrading the technical capabilities of construction manpower.
